Russia proposed on Monday that Syria hand over its chemical weapons to international control in an attempt to avert a U.S. military attack.
Sergei Lavrov, the Russian foreign minister, told reporters that he had conveyed the idea to Syria at talks in Moscow and expected "a quick and, I hope, a positive answer." Syria publicly welcomed the idea, but a senior White House official told NBC News that it was no more than a delay tactic
Russia is an ally of Syria, and Russian opposition is one reason the United States is not working through the United Nations to build support for a strike to punish the Syrian regime for using chemical weapons in its civil war.
After two of the government’s attempts to auction 2G spectrum in the 1,800-MHz band received lukewarm response — in some key circles, no response — the Telecom Regulatory Authority of India (Trai) on Monday proposed a 37 per cent reduction in base price, from Rs 2,379 crore to Rs 1,496 crore per MHz of pan-Indian spectrum.
While the regulator rejected incumbent operators’ demand to reserve at least 2.5 MHz spectrum in the 900-MHz band, it sharply lowered the base price for this band, too — by about 60 per cent — in Mumbai, Delhi and Kolkata, the three cities where licences are coming for renewal.
Under the earlier formula, the base price for 900-MHz spectrum had been fixed at twice the 1,800-MHz rate. But the new rate would be 20 per cent lower than that and 70 per cent less than the 3G auction price, despite the fact that this band is considered three times more efficient than the 2,100-MHz band.
